Navigating The Hierarchy: Decoding Delhi Police Officer Ranks

 


We live in times where most of us have formed an opinion about the government and police. Some of us like the police and have the opinion that it is a perfect body trying to implement polices of the government and maintain law and order on ground and do take care of us and act as our protectors. On the other hand some people have the opinion that it is a body who was formed to serve the citizens and maintain law and order in the society, but have miserably failed to do so because of corruption, misuse of power and deprived mindset of the officials in the organisation. Regardless of what opinion one holds for the police, very few actually know full description of the officials in a police department.

If I ask you today to tell me the top most officer of the Delhi police who supersedes all other ranks of the police, one might give you the answer that “it’s simple, Commissioner of Police does that!”. But if I were to ask you to name any 5 different types of commissioners, most would not be able to answer that. So today we will learn all the different ranks of police, their identifications, qualifications, Powers and duties. Let’s probe!

Delhi Police or any police for that matter have a hierarchy of different officers and posts provided for in them, who work at different ranks in the police department to serve the people and provide effective resolution to different sorts of problems arising daily in and around us. The Delhi police operates and is responsible for maintaining law and order in the National Capital Territory of Delhi (NCT Delhi) under the jurisdiction of the Ministry of home Affairs, Government of India. It is a body that existed pre-independence and was revamped in 1946. It derives its powers from Delhi Police Act 1978.

The hierarchy of the officers in Delhi Police in a descending order are described below: -  

1.   The Commissioner of Police (CP): The Commissioner of Police is the highest-ranking officer in the Delhi Police. The Commissioner of Police oversees all operations and administration of the police in the NCT of Delhi. He is responsible for supervising administration and remove roadblocks for unhindered and fast response of the police in the NCT of Delhi. Any problems/ complaints concerning to any high-level officer/ department in Delhi police can be reported to his office for effective resolution. Officer of this rank has National emblem with Swords and Sticks and with writings of "IPS" on their shoulder insignia. Also have Collar badges and other identifications.  


2.    Special Commissioner of Police (Spl. CP): the Special Commissioner of Police is senior to the office/ rank of Joint Commissioner of police. The Special Commissioner handles specialized areas or zones within the city.

3.  Joint Commissioner of Police (Jt. CP): the Joint Commissioner of police is responsible for specific zones or divisions. They are meant to assist the Commissioner of police and Special Commissioner of Police in tasks assigned. Have same powers as with the CP and Spl. CP. Officers of this rank have one star followed by cross Sword and Stick with "IPS" written on their Shoulders. Also wear Collar badges. 


4.    Additional Commissioner of Police (Addl.CP): The Additional Commissioner of Police assists in managing various aspects of policing, such as crime prevention, traffic, or administration. Also have the same powers as that of Commissioner of Police. Officers have National emblem with two stars and "IPS" written on their insignia. 


5.  Deputy Commissioner of Police (Selection Grade) (DCP SG): A senior DCP with additional responsibilities. They head districts or specialized units. Usually, they are appointed by government bodies like UPSE by conducting recruitment tests for Indian Police Services and are worthy and capable individuals to be able to bring solutions to complex problems before them. Officers have National emblem with one star and "IPS" written on their shoulder insignia. 


6.    Deputy Commissioner of Police (DCP): In charge of a district or a specific area. They handle day-to-day policing. They are usually appointed through promotion in the organisation and are highly experienced and capable officers. They are supervisory authority over and above the police stations marked in the district or specific area concerned. Any complaints regarding functioning of a police station or area concerned can be brought before this office for effective solution.   

7. Additional Deputy Commissioner of Police (Addl.DCP): The office of Additional Deputy Commissioner of police have the duty to assists the DCP in district management.

8. The Assistant Commissioner of Police (ACP): He is Responsible for the subdivisions within a district. They handle investigations, law and order, and other operational matters. They supervisory authority over all the police stations in the area concerned.

Delhi Police Ranks Below the Ranks of Commissioner:

9.    Superintendent of Police (SP)

The SP is a senior officer responsible for a district or a specialized unit in Delhi as awarded to him by the Commissioner of Police or other superior ranks in the hierarchy. They oversee the overall functioning of the police force within their jurisdiction. Officers wear national emblem with one star on their shoulder insignia. 


          10.Additional Superintendent of Police (Addl.SP)

Addl.SPs are meant to assist the SP in managing administrative and operational matters. They contribute to maintaining public safety and order. Can be recognised by the emblem on their shoulder insignia. 


      11.Deputy Superintendent of Police (DSP) / Assistant Commissioner of Police (ACP)

The DSP (also known as Dy.SP) is equivalent to the ACP in State Police Services. They handle critical tasks related to investigations, crime prevention, and maintaining law and order in NCT of Delhi.


         12.Inspector

Inspectors lead police stations in form of Station House Officer (SHO) or specialized units. They supervise subordinates, conduct investigations, and ensure compliance with legal procedures. Officers can be recognised by three stars followed by red and blue stripes on their shoulders. 


          13.Assistant Inspector

Assistant Inspectors support Inspectors in their duties. They play a vital role in maintaining day-to-day policing. Officers can be seen with three stars and one red stripe on their shoulders. 


          14.Sub-Inspector (SI)

SI is responsible for specific areas within a police station. They investigate cases, maintain records, and assist higher-ranking officers. Can be recognised by two stars followed by red and blue stripes on their shoulders. 


          15.Assistant Sub-Inspector (ASI)

ASIs provide essential support to SIs and other officers. Their tasks include patrolling, maintaining order, and assisting in investigations. Can be recognised by two stars followed by one red stripe on their shoulders insignia. 


          16.Head Constable (HC)

Head Constables are the backbone of the police force. They handle administrative tasks, maintain records, and assist in maintaining law and order. Head Constables can be recognised by three yellow stripes on a black shoulder insignia. 


          17.Police Constable (PC)

Constables are the frontline officers. They are responsible for patrolling streets, respond to emergencies, and ensure public safety. Officers of this rank don't have any insignia on their shoulders. 


Each rank contributes to the safety and security of our communities. There are various other departments inside the Delhi Police which work with each other in a well-co-ordinated fashion so as to effectively help the organisation work as a well-oiled machine. These other departments inside Delhi police can be addressed to and explained in a separate article on this blog sometime in future.

A lot goes in to the effective functioning of a police force like that of the stature of Delhi Police. No matter what may be our opinion about the state of law and order in our state and in our country, one thing that cannot be refuted is that a Police Organisation such as Delhi Police is vital for our city. The elaborate hierarchy in the ranks of Delhi police is there for a reason i.e. to address and to wipe out factors like corruption and unsatisfactory responses of your complaints in before the organisation. This means if you are facing any trouble of being not heard or some possible issue related to corruption, you will always have superiors to report to who you can reach out to for effective resolution of your problems/ complaints. This makes the Delhi police all the more reliable and effective in the eyes of common citizens of our city.
